About the team you’ll be part of Ofcom’s Commercial Team provides valued and effective commercial and procurement support to the organisation. The team has significant commercial influence and plays a key role in ensuring that Ofcom continues to operate efficiently and delivers value for money. As a statutory corporation, Ofcom is bound by public procurement law and adherence to these regulations and guidelines is essential. Whilst Ofcom has its own procurement policies and processes the Commercial Team also works collaboratively with other public bodies and organisations where there are benefits in doing so. The Commercial Team operates as part of the Finance Team, led by the Finance Director. The Finance Team is part of the wider Corporate Group overseen by the Corporate Group Director. The purpose and scope of the role Working as part of the Commercial Team and reporting to the Head of Commercial, the Senior Procurement Manager will provide professional and effective procurement and commercial support to the business. You will be responsible for strategic sourcing, tendering, negotiation and contract implementation across specific spend portfolios, in addition to building strong relationships with key stakeholders. Current costs, controls and processes are to be continually analysed and optimised. As a key member of the team, you will contribute to achieving the team’s overall objectives of ensuring value for money, high levels of compliance and delivering an excellent service to our stakeholders. Your Key Responsibilities Effective implementation of procurement best practice to deliver first class procurement and commercial services to the business in particular managing a range of ITTs and mini-competitions under Framework Agreements. Proactive engagement with Ofcom client groups including providing effective commercial advice. Proactively identify and deliver cost savings and process efficiencies across the breadth of the Commercial Team’s remit. Deliver against commercial targets ensuring overall team delivery. Collaborative working with Crown Commercial Services and other regulators and public bodies where there are benefits to the business. Provide additional resource to other Commercial Team colleagues for high complexity and/or high value projects. Provide cover for other Commercial Team colleagues’ absences to ensure deadlines are met. Complete any other adhoc requests that are in line with your skills and capabilities. Comply with all relevant Ofcom policies, procedures and behavioural competencies. The skills, knowledge and experience you’ll need for success. Essential technical knowledge and experience Demonstrable recent experience of Public Contract Regulations 2015 and the Procurement Act 2023 Demonstrable public and/or private sector experience across a broad indirect commodity portfolio Demonstrable experience of leading and managing procurement projects including tenders and mini competitions under framework agreements Successful development of strategic sourcing strategies Proven procurement skills in securing savings and other benefits Proven contract and risk management skills Demonstrable experience of presenting to all levels of an organisation Essential behavioural attributes Building Solutions: Identify and solve complex issues, using evidence-based methods to gather insights and develop well-founded solutions. Essential Qualifications MCIPS qualified (or part qualified) Desirable technical knowledge and experience Experience of managing ICT/technology procurements Experience using BravoSolution/Jaggaer (etendering tool) Experience using Workday (finance system) Ofcom has a clear mission: to make communications work for everyone.
